The paper is from Graphic 45's paper pad called Raining Cats and Dogs.
The blue background paper is dry embossed with a folder from Anna Griffin called Matelasse. The sentiment is from Anytime Sentiments, by Impression Obsession. (A fabulous stamp set for so many occasions - a basic) and was embossed with Sparkle 'n Sprinkle's White Detail Embossing Powder. I used some Joy Foam Pads to pop up the sentiment element, added the pinwheel and tied a little gold thread at the top.
